Also, for Singles bracket matches, a third-party will host for 2 players playing a tournament match. That way, if there is any delay, it will be equal among both sides.

Main changes I see:
DHD Pounce rule is removed.
Hadouken Cancel is removed.
Mute City and Halberd are legal in doubles as CPs.
Chemical Plant Zone is a starter in doubles while Vegetable Valley is removed from doubles altogether.

Got to ask, what is the status on this so far? Have Fisal and SSM played yet?

You vs. SSM in Winners' Finals as well as Denzel vs. Seth in Losers' Quarters. Denzel and Seth couldn't play their set (connection issues), so you have to host for them, Ty. =/
