Actually, a Grass-type move would work just fine.

Grass-type Pokemon are weak to Ice-types, but Grass-type moves still do normal damage to Ice-types. Considering that they're super-effective against Water-types, the move would be fine to use.

Excadrill is Ground/Steel. Since Ground has no resistance to Fire, while Steel is weak against Fire, the Fire is still super effective.

And for your Blastoise, I think a healthy does of Magnezone Thunder should electrify your Blastoise long enough to give it a 5 hour energy boost without that 2:30 feeling... or faint it and give it that 2:30 feeling, IDK.
