While the last hint I posted could give someone the impression of Wobbuffet, it doesn't work with the first hint, at all.
First, Wobbuffet has, unless I'm wrong, not been shown to have teeth. Second, it can be caught in more than one game.
So Wobbuffet is wrong.

I'm pretty sure that there are no places in Pokemon that are directly or even loosely based off of Rome.
Your hints are too ambiguous to even be able to research properly.

Rome doesn't refer to a place, but rather, a game title.
I'll give one more hint:
This pokemon, while uncatchable in most games, can be caught in a game whose title is based off of one of Rome's greatest landmarks.
Hope it makes things easier.
And trust me, if you search on Bulbapedia's trivia section, you can find most of my hints from there, the rest are from Pokedex entries.

I have no idea what the Pokemon is, but no non-legendary Pokemon is unavailable normally in more than one game as of Generation V (with the exceptions of Zorua and Zoroark, which require events to unlock).

Well, the pokemon I chose can technically be obtained in the handheld games, but it's not catchable. The console games are the only games that truly allow you to catch the pokemon I'm referring to. Well... excluding Pal Park, but yeah, this pokemon is virtually uncatchable except in the console games.
And another hint, even though this pokemon is rare, it can be the evo of one of the first pokemon you get.

Now, for those of you that don't know how the hints apply to Croconaw, I'll do an explanation:
Croco's Ruby/Sapphire dex entires mention that it's teeth are like fishhooks.
Every game starting from Gen III has Croconaw's front stomach pattern reversed.
While this pokemon is uncacthable in handheld games, excluding Pal Park, he can be caught in Pokemon Colliseum (hence the Rome reference).
In one of the earlier episodes of the Pokemon anime, when they are in Johto, a Totodile kept on biting Jessie's hair.
Well, Dako gets to make the next clue.
