Re: Who's that Pokemon?
Okay, my turn, then.
This Pokemon holds the highest Attack out of all Grass-types.

Who's that Pokemon?
Breloom with 130 attack!
Re: Who's that Pokemon?
This is the only Normal pokemon whose evolutionary line can learn Twister without the use of a move tutor (pre-Platinum). It's also the first Normal pokemon in the national dex. Fun fact: It may have 4 talons in the game, it only has 3 talons in the anime (that might be the other way around)

Re: Who's that Pokemon?
I am guessing Pidgey.
EDIT: BTW it is the other way around.

This Pokemon has the highest base Attack out of all Water-types.

Who's that Pokemon?
Kingler.
This Pokemon's Ki increases every second. It is a legendary Pokemon and is scarcely ever seen.
WHO'S THAT POKEMON?

WHO'S THAT POKEMON?
I should say that you should wait for Jamal to verify your guess, but Serebii shows Kingler's base attack is the highest as well.
And does anyone else want to post Broly for Austin's answer?
But after doing some research... okay, fine, I was reading Bulbapedia articles, I think the answer is Mewtwo.
There is said to be only one Mewtwo, since it is a clone. It being a Legendary also backs up the scarcely seen. The power increase was tough to find, but Mewtwo will stay motionless for long periods of time to increase his/her psychic powers.
So my guess is Mewtwo.
No, the real answer is Broly.

Very good, it IS Mewtwo.
Re: Who's that Pokemon?
This fishhooked teeth pokemon has a reversed pattern in the games based off of priceless gems. It is also quick to evolve, and while this pokemon is usually uncatchable, it can be caught in Rome.

In a way, yes. :p
Trust me, it seems confusing now, but if you know your Pokemon games, you can figure out what's in Rome.
(Yes, I know that also sounds confusing, but I don't want this pokemon to be guessed as easily as the others I've used for my past hints.)

Sorry, but Walrein is incorrect. Sorry.
After 3 more guesses, I will give a new hint.

crap. uh magikcarp...

Re: Who's that Pokemon?
Magikarp doesn't fit. It has no teeth (does it?) and it can be caught in every game, unlike the pokemon the clue describes.
Sorry, but Magikarp is wrong.

Re: Who's that Pokemon?
GRR WAT HE HECK cna be caught in Rome. Eh one more guess (just to get hint) Remoraid?

Re: Who's that Pokemon?
*sigh* Just because fishhooked is in the clue, that doesn't mean that it's a fish pokemon.
With that said, Remoraid is wrong. It can be caught in more than one game.
Well, here's the new hint:
Jessie hates this pokemon's prevo.
After 3 different people post guesses, I will give a new hint.

Re: Who's that Pokemon?
For Shellder, I'll use the same reasoning I used for Magikarp. Shellder has no teeth, and it can be caught in more than one games.
So, yeah, Shellder is wrong.

SON OF A *&^%(&%&*(%&*%*(%*(%*&%&*% grrrrr. some one help me out here. Seviper.

Re: Who's that Pokemon?
Seviper is also wrong since it:
A) can be caught in more than one game,
&
B) Jessie caught and loved the pokemon. I don't think she hated it, or its imaginary prevo.
