Okay, well, first off, do everything you have to do to create text in a blank room. Then record the text only. After that, create a second video track in Vegas. Put the Rom Text recording in the top track, mess around with the Chroma Keyer, then check to see if the black border remains while Chroma Keying. If not, then you're good.
A simpler way to do this (provided by Tyson) is to record the black room with text in VBA. Then you can just use Chroma Keyer to "edit the black out," as Tyson put it.

Text: Make the map you want black the same tileset numbers as those of a boat in the game. Then take the black tile and fill it every where. Make all the movement permissions purple(I currently don't know the number so I say purple) then add a script and make sure your sprite is invisible, then record yourself talking to the script. Go on to Vegas, add the effect "Chroma Keyer" to the clip and make sure the color is black so black will be inivisible.
Rain: There are more than one ways to do this, I'll tell you the least complicated. Basically do everything above except the script part. Change the weather conditions to Rainy and then record and add the effect "Chroma Keyer" on vegas and make the color black, and then ta-da!

well i got a problem well when i try rendering it it only renders the middle of the vid cose I got taged and I was makeing a tag vid I dont know If I should just go and use hyper cam and record it and post it but if you guys know what to do jusst plesae tell me

When you go to render your video make sure you are rendering the entire video. To do this go to the bar above the timeline (it should be the bar with the yellow triangle at the beginning of the video) and double click that bar and it will highlight the entire video, then render it. Hmm, there may be but you'd probably have to download it yourself. Ask Jamal or Seth(liekmudkipz111), they are both really good at WMM.

Hmm... I think there isn't one...
You should download Vegas version 6..
It doesn't require much + it works on slower and older computers to..

Any Vegas is good, really. Most hackers use 7-9 though.

I'm kind of stressing out over which animator is best. Sony Vegas is hard to learn, but I love the animation. Fireworks looks like it's only for webdesign, but I know it can be used. Flash is currently too expensive, but I read on how to use it. And on. And on.
I'm thinking of using Vegas because even if it is hard to learn the animations are great. But I really like how the animations have an independant timeline like they do in Flash and you can have an object at Point A and you can decide how long you want it to be and put it at Point B and Flash fills that in for you.
So, right now, I really need to know what's best (cost < quality or cost = quality). I'm about to type out what I need in Microsoft Word so someone that my Mom knows can see if they can get something like that for me. I'll add even if they can get Vegas or Flash at a huge discount I'd be happy.
If Vegas is able to create videos that are WMM-friendly than that will solve one of the problems.
I think Adobe Flash CS4 Professional is able to get videos off the internet, but I don't know if that includes YouTube.
So, basically, I need a really good animator that can also help with getting videos like Flash.
I apologize for any spelling mistakes. This computer doesn't have spell check and I'm trying to type this really fast.

When it comes to animation, it is hard to pick programs since there are so many to use.
However, most hackers use two: Fireworks and Vegas.
Fireworks covers most of the animations, Vegas is used to render the vids so that they would have better quality, and the extra visual effects don't hurt either.
If you want to try Flash, then go right on ahead. As long as you have Fireworks and Vegas though, you're good to go.

So Fireworks isn't just for web design?
Is there a way I can get both at a huge discount? After reading Vegas got awards and it's used to create actual movies and TV series I thought it would be better (I didn't read that with Flash) and after seeing the animations in Pokemon Intertwined Destinies (especially episodes 49-52 Part 2...)
Plus, my favorite hacker wants to also use Vegas, so....

You do know you're able to download it for free, right?
Vegas 8 has cracked versions lying around that do not cause viruses, Macromedia Fireworks has a bunch of free versions as well.
Trust me, you don't have to pay for either if you're strapped for cash. XD

I don't have to worry about viruses, actually. Kaspersky will kill anything that has one or prevent the virus from spreading (it hates Advanced Text).
So the free versions will be just as good as the bought ones? If I can get both for free... maybe combine them with Flash (if possible), then? Or will I no longer have to worry about that?

There are ways to trick the programs into thinking they were bought, despite not actually being bought.
As for which programs to get, I suggest Sony Vegas 8 and Macromedia Fireworks MX 2004.

And I was told that Hypercam 2.0 is useful. I know that's for recording what's on the screen but is if essential for hacks? (even if it isn't, would I be able to record other stuff with it? Like from YouTube? That would solve one of the problems).

Ehh, I usually use the built in recorder to record stuff like text and all that.
Whether you use Hypercam or not, that is personal preference.
Some people use it, some use Camstudio, and others (or, well, mainly me) use Camtasia.

I talked to a hacker that uses it (and I know another one that does) so I was just wondering. And I'm not sure if I have a built-in recorder....
I got it now and I'll play around with it to see if I'm going to need it.

For Vegas, you're going to have to do some YT research. Last time I tried it, most of the links were from Megaupload, which is gone, now. ;~;
